Follow below steps to create a partial shipment in Magento 2,

Step 1. Log in to the Magento Admin Panel.

Step 2. Navigate to Sales>Orders, and create the shipment for the order.

Step 3. View the Order you want to process.

Step 4. Create a Shipment for that particular order.

Step 5. Configure shipment details and save.
