By default, Magento 2 holds all submitted reviews in a Pending state until an admin approves them. To accept reviews:

• Go to Marketing → User Content → Pending Reviews in your admin panel.
• Open the review you want to approve.
• Change the status to Approved.
• Click Save Review.
